cl-irc-logger software package provides Internet Relay Channel Logger, you can install in your Debian 8 (Jessie) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install cl-irc-logger
cl-irc-logger is installed in your system.
Make ensure the cl-irc-logger package were installed using the commands given below,
$ sudo dpkg-query -l | grep cl-irc-logger *
You will get with cl-irc-logger package name, version, architecture and description in a table
